II.2.4) Description of the procurement: The University of Leicester is seeking to appoint a contractor to build the Space Park Leicester. Space Park Leicester will create a new campus to the north of the city centre, close to the National Space Centre, and build on our world class strengths in space and earth observation science.
Space Park Leicester will be home to the Leicester Institute for Space and Earth Observation (one of the University┐s flagship research institutes), first-class teaching and laboratory facilities and a range of commercial partners, both large and small. It will provide new accommodation for the National Centre for Earth Observation and facilities for business collaboration.
This procurement is for phase 1, with a net construction cost of 14M GBP, which is a University building of just under 5,000m2 gross internal floor area (GIFA) providing accommodation for teaching, offices and laboratories in two three- and four- storey wings linked by an entrance and atrium.
It is anticipated and hoped that the University will secure funding for phases 2 and 3 in the future although the timing of this funding is currently not determined. The University therefore requires that this procurement exercise includes flexibility to appoint the same Contractor for future phases, although this will be at the discretion of the University subject to satisfactory performance for delivery of phase 1 amongst other factors. It is currently anticipated that the total value of phases 1, 2 and 3 combined will be 80M GBP, subject to construction inflation.
Bidders must note that the assessment of these PQQ responses will be based upon delivery of phase 1 only although this may lead to phases 2 and 3 in the future.

The University wishes to enter into a single stage procurement process with the open market. The project will be delivered via a Design and Build form of construction contract, utilising the JCT suite of contract documents, with established University amendments.
